The so-called "tax-for-fees reform" refers to the replacement of various “fees” with tax, which is a kind of rectification of "extra-budgetary funds", and is essentially a major reform initiative that must be taken to regulate the government income mechanism. The tax-for-fees reform is a significant initiative to stabilize fiscal revenue and an effective measure to improve the investment environment, as well as China’s inevitable choice in the WTO for the benefit of national peace and solidarity.
