1、从艺术自由角度上看政府不应该滥用权利控制

In the medieval when pontificate governed the Europe, everyone was obliged to work for the benefit

of Church, including the artists. If anyone attempted to create arts in other purposes, he would incur

sever punishment or even death. As a result, it is almost impossible to know the diversity of people's

ideas at that time, and the primary theme of art was praising God, rendering them of limited value.

This is also true for the 1920's Soviet government, which not only attempted to control the purpose

and way of art creation work, but also tried to distort the outcome of it, for the benefit of majority

people. Obviously, there was no significant progress during that period.

③由于审查的总是一小部分官员，因此重要的是有一个标准，让他们不可凭主观随意推断。
